It's the same concept behind graffiti walls that some cities setup. They'll make concrete parks made of just a bunch of walls that people can go and spraypaint/stencil/whatever on. The idea is that it will mitigate the "need" for it to be put on buildings (it also allows for heavier punishments when it is).

Well, we do the same thing. If we have designated areas for people to chat about nonsense (off topic), advertise their items (item plug), advertise their servers (server plug), and look for help/work (help wanted, looking for work), then there is no excuse for putting that shit anywhere else. If we DIDN'T have those sections, people would just post it wherever. That's not to say they don't still post in the wrong areas, but it's MUCH better than it used to be... not to mention it makes us appear less overbearing (the illusion of freedom and all that).
