This is a list of the official WoW-V rules and an updated list of offenses which may lead to your item being deleted.
No donation related text ex: "I donated!", "Donation Set"
No voting related text ex: "I voted!", "Vote for xxxx Server!"
No offensive text ex: "Ni**er Beater", "No f*gs allowed!"
No numbering ex: "Sword1", "Sword2"
No advertising ex: "Made for xxxx Server!", "xxx Server Rocks"
No l33tsp3ak ex: "R0x0r Sw0rdz", "1337 Sword"
No aLterNating CapS ex: "oMgAwesoMe!", "SwOrD oF RoXiN"
No ALL CAPS ex: "SWORD OF KILLING", "FANCY SHIELD"

No Godlike Items ex: 100000 dmg, +999 stam
No personal items ex: "For xxxx use only!", "xxxx's item, don't touch!"
No GM items ex: "GM Sword", "GMs only!"
No junk names ex: "aasdf", "SWORD"
No Funserver/Godlike stats on Blizzlike items ex: 100000 dmg, +999 stam
No incorrect displayids ex: A sword icon for a shoulder item
No duplicate items ex: Saving the same item more than once
No junk items ex: No stats
No re-submitting items previously deleted
No using BANNED names ex: Frostmourne (or related), Sword of a Thousand Truths (or Lies or anything related).
You can leave author credits in the quote ex: "Made by xxxxx"
You can have legit numbers in the name ex: "Ak47", "5th Regiment Spaulders"
You can use cross-IDs through weapons only ex: A Sword icon for an Axe weapon.
The veterans of WoW-V now what a good item looks like. They have a nice spell effect, balanced stats, the model for the item looks nice, or even the value of stats on the item. Making an item look good in the tooltip tends to help get votes and download points up. Making items as original as possible has a good reflection on your creation skills. Making a single bad item can discourage others from taking a look at your other items, so take your time. Take a look at Shadowclaimer's item pages. He gets so many downloads because he has established himself as an elite author. He spends hours tryng to make the perfect item with the perfect lore.
Everyone respects a good author around WoW-V. People want to see your ideas, so give them something that gives them a hint of how you create items. Again, Shadowclaimer makes the perfect item while SmashnCrash excels in items that add some humor or fun to creating an item. A brilliant author named Dol'Yun was recognized for his work in Blizzlike items. He knows good items aren't determined by the +999 stats or 45,000dps. He uses balanced stats and spell effects to achieve a great item.

Example Max: 2 x 2.80 x 100 - 150 = 410

"2" symbolizes that you have a max and min. damage in the item.
"2.80" is the attack speed
"100" is my desired dps
"150" is the minimum damage
"410" is my maximum damage

-TIPS ON MAKING GOOD ITEMS-
1. Follow the rules. No doing so will result in item deletion.
2. A good item isn't determined by the highest or repeating stats (+999stats or five +100 stats are not okay). Mix it up a bit.
3. Research item models with the WoW Model Viewer (WMV). Just Google it: wowmodelviewer.
4. Don't use five or more "Equip/CoH/Use" when creating your item. Four equips should be the most you use in order to keep the tooltip clean.
5. When creating a weapon set (Warglaives for example), you don't need to put "Left" or "Right" in the name. Place it in the comments to resolve any confusion that the item is a duplicate.
6. When making funserver items, make the item fun. Add a spell that fits with your item's name or vise-versa. This looks very good in a tooltip.
7. When making a funserver item with the funserver stats, do not save it as a Blizzlike item. Most Blizzlike items get reported for this single reason.
8. When making a full item set (5+ pieces), open multiple tabs (if you use Mozilla FireFox) and save all you items at once. Keeping your items close together shows very clearly that they're a set.
9. When searching for new spells, type in random things in the Search box. You may find something that inspires you to create an item specifically for that spell.
10. If you cannot come up with an idea, look at other members' work for some help. Just don't copy their work though.

One thing, rather than using guidelines from other items, you may want people to think about the item levels to make truely Blizzlike items I made 2 guides on it:

Another thing:
You said stats couldn't surpass 100, if you substitute some stats from existing weapons or armor in game to tweak it to your own creation, it is very very likely you will surpass 100, I reckon a better maximum limit would be 150
Also:
Caster 1h's will never ever surpass 42.0 DPS, its capped
Staves will never ever surpass 79 DPS* http://www.wowhead.com/?item=30313
Also you may want to look at the value of sockets:
On epic items it equates roughly:
1 socket -10 Stats off the item (+2 for Bonus) = 12
2 Socket -20 Stats off the item (+3 for Bonus) = 23
3 Sockets -30 Stats off the item (+4 for Bonus) = 34
On rare items it equates roughly:
1 socket - 8 st (+2) = 10
2 socket - 16 st (+3) = 19
3 socket - 24 st (+4) = 28
