The damage on the mace is way too high, the item level is 100 higher than what it should be, it has really strange weapon speed, too many different stats (should only have SP, and two other secondary stats). Class restrictions don't make much sense as shamans would probably like to use that weapon as well.

The shield is a bit better though, but it does have too many secondary stats just like the mace. It's missing a socket bonus, and the classes which would use it would be Paladins and Shamans. Priests or Druids cannot use shields, so the only Class which would find it useful would be Paladins.

I would suggest you to take a look at Branszin's and Bladerain's guide to making Blizzlike items. Making Blizzlike items isn't quite easy, and it requires a bit of math as well ;)
