hello i was wondering about recompiling to fix certain bugs and such and was wondering if there was a way to keep the characters db or re-import it or something along those lines to "save" the characters accounts etc... Thank-you

You can recompile as much as you want, the Database is kept in an SQL server and has nothing to do with your core, the core only read's it and doesn't need it for recompiling.

It should be also noted that recompiling does not really mean downloading the newest revision from the source and then compiling.
If you do that, you may need to apply some updates that the core creator usually provides so your DB can be updated to work with the new core.
If you do not wish to use updates or anything like that, you should compile/recompile the same core revision as you had (use same files to compile as you did earlier or download the same revision as you had earlier)

If you want to Literally DELETE EVERYTHING and start a new fresh Server without no Complications, Then I'm sure with HeidiSQL you can Export Files, Just Export the 'Characters' DB and then when you Compile your whole new server just import Your old Characters DB and i think it should in a way replace your new Characters DB with your old one, therefore keeping all other accounts you had on there.
PLEASE NOTE: If you had custom items on the accounts that existed when you replace your Characters DB you will have the Entry ID you replaced for the custom item or you will just have nothing if you used an unused Entry.
I hope this helps and if this is what you wanted intead of bringing in Complications,
If this does not work please tell me and i will find a way of Resolving or making a way around the problem.
